Is the Lite budget spreadsheet actually free?

Does the Lite version include all twelve months?

Yes. January through December are all unlocked and fully working. The locked tabs are the yearly-summary and advanced-tracking modules, not the monthly ones.

Do I need Microsoft 365 to use the Excel version?

A standard installed copy of Excel works fine. Excel Online (the free web version) also works, with some minor conditional formatting limitations.

Can my partner and I share the Google Sheets version?
